Remember to delete any waypoints you have in that playfield first. If you don't, they become permanent annoyances.
After testing it, it's not what I was looking for. The all switch doesn't completely regenerate a planet. Heck, not even deleting the playfield in a Nitrado default multiplayer causes it to regenerate a planet. That seems to have no effect at all.
Did you completely shut the server down after using the command and then restart the server? It's a requirement with any of the wipe commands in MP. In SP you have to exit to the main menu after using the command and reload
