Can you confirm if you try setting your video options contrast option to "0" it works better for scenes like you have shown ?
This is not my playthrough video. So I can't confirm contrast settings. I will continue collect info and will upload it.
Any update here ? The only "issue" I can see is when the in game contrast is adjusted to above 0 which I have logged on our internal bug tracker. Note: Night vision at Contrast 0 is working as it should.

Hi, like I already said here it will be this way if Contrast is set to anything above 0 in game. & to remind it's in a queue to look at when it can be amongst many other more important issues.
Ok so I will need form you a way to trigger this behavior (in a vanilla save of course) when I can load in to a specific location & see if it also happens for me.
Looks like it happens on airless moons (so no atmosphere, no atmospheric parameters/lighting/etc), and near the day/night threshold? You could probably trigger this on a standard barren moon in vanilla, when it's near sunrise or sunset. If anyone is able to check.
